An unflagging advocate for our coastal waters
Casco Bay, located in Southern Maine is both a working waterfront and a recreational treasure. In 1989, after an alarming report about pollution levels in Casco Bay, Friends of Casco Bay hired their first staff person—Joe Payne. Since then, he has worked tirelessly to improve water conditions. His passionate advocacy for this has resulted in Casco Bay being designated Maine's first No Discharge Zone, providing greater protection against vessel discharges than any other body of water in the nation. Joe's philosophy is one of responsible use. Besides his conservation programs, Joe has also led dozens of tours of the Bay's islands, coves and inlets in an effort to share his love of this great natural resource.
